In 2006, California enacted legislation (SB 1448) that provides $540 million in new federal funds for local efforts to expand health coverage and care to uninsured individuals. Nancy Leyda Mundell Get the Most Out of Your 2007  Are you on a PPO medical plan with a hefty deductible?  If so, this might be a good time to call your insurance carrier and ask them how close you are to reaching your 2007 annual deductible. If you are near your deductible or have already reached it, you may not want to put off till next year what can be taken care of now.  Screening procedures that have been recommended by your doctor such as bone density tests, colonoscopies, mammograms, and PSA's  may be a few things worth getting taken care of in December so that you're not starting over with your 2008 deductible.   Health insurance premiums are high, so let us help you get the most out of your insurance plans.Warm wishes for a holiday season of peace! Nancy  The biggest complement my customers can give me is the refferal of their family, friends and business associates.Â
(1) If you currently have Medicare Hospital or Medicare Medical Insurance (Parts A and/or B), you can enroll or re-enroll in a Medicare Part D Prescription Drug Plan (PDP) or Medicare Advantage Plan with Prescription Coverage (MA.PD) starting on November 15 through December 31 of each year.
This time period is called the Annual Coordinated Election Period and your newly chosen Medicare Part D plan begins on January 1of the following year.Â
So, for the 2008 Medicare Part D Plans, you can enroll between November 15 2007 and December 31, 2007. Your 2008 Plan will begin January 1, 2008. For the 2009 Plans, you can enroll between November 15, 2008 and December 31, 2008.See below for more plan year specific dates
(2) If you turn 65 or become eligible for Medicare outside of the Annual Coordinated Election Period, you have a seven (7) month window in which to enroll in the current year's plan (2008) and avoid any possible penalties:
- the three (3) months before the month of your eligibility (for instance, your Birthday month)
- the month of your eligibility (e.g. the month you turn 65)
- and, the three (3) months after the month you become eligible for Medicare (again, three months after your Birthday month).
Your coverage will begin either on the first day of your Birthday month or, when you join during or after your Birthday month, on the first day of the month after the month in which you join.

Some who lose insurance at their workplace are buying individual policies; others become eligible for coverage through public programs like Medi-Cal. But more than 20% of Californians remain uninsured. The problem, though national, is more prominent in California, which has a lower percentage of individuals with employer-sponsored coverage and a higher proportion of uninsured. And because of California's large population, the number of people without insurance — 6.6 million — is the highest of any state.
